Tighe-Schmitz Water Quality Project

The Tighe-Schmitz Water Quality Project will improve water quality, shoreline stability, and wildlife habitat at Tighe-Schmitz Park. The project includes the installation of two stormwater bioretention basins, a shoreline buffer, and extensive native plantings.
These improvements are designed to capture and filter stormwater runoff before it reaches Hall’s Marsh and White Bear Lake, reducing sediment and phosphorus pollution while enhancing habitat for pollinators, birds, and other wildlife. The project is expected to remove approximately 1,834 pounds of sediment and 5.6 pounds of phosphorus annually.
In addition to its environmental benefits, the project will serve as a demonstration of sustainable stormwater management practices and provide educational opportunities for residents.
Road and Infrastructure Improvements
Estimated timeline: 2026
The following work is tentatively planned for 2026. Final project scope may change as bids are received and infrastructure assessments are completed.
Completed or Underway
- Crack filling and sealing on Cedar, Hall, Hall Court, Jay Street, and White Pine Lane (substantially complete)
- City-wide pothole repairs
- Pavement striping on Cedar and Hall
Spring and Summer
- Cleaning and televising of all storm sewers and catch basins
- Cleaning and televising of approximately 40% of the sanitary sewer system
- Xcel Energy replacement of gas mains and service lines on Birchwood Avenue, Birchwood Courts, and Jay Street (Xcel-funded project)
- Vialytics city-wide street condition assessment
These assessments are being completed before roadway resurfacing to ensure that underground infrastructure is in good condition and to help prioritize future road investments.
Summer and Fall
- Identification and mapping of water service curb stops throughout the city
- Milling and overlay of Birchwood courts and the city hall parking lot.
Road resurfacing plans may be adjusted based on the results of the Vialytics assessment and the sanitary and storm sewer inspections.
Birchwood Lake Links Enhancements
Estimated timeline: Summer 2026 – Summer 2027
Through the Lake Links initiative, Birchwood will be adding several amenities and safety improvements to better support walking and biking throughout the community. These projects were recommended by the Lake Links Committee, approved by the City Council, and funded through the Lake Links program.
New Amenities
- Four benches located along the lake loop
- A public bike repair station with tools and an air pump
- A water bottle filling station for walkers and cyclists
Safety Improvements
- Two electronic speed feedback signs
- Six “Share the Road” signs
- Four blind-corner warning signs
- Bike and pedestrian sharrows in key locations (Summer 2027)
These improvements are intended to encourage safer driving, improve visibility, and make it easier for pedestrians and cyclists to navigate the community.
Tree and Park Improvements
Estimated timeline: Summer 2026 – Winter 2027
City Tree Management
Approximately 18 city-owned trees have been identified for removal due to health, safety, or maintenance concerns. Removal work is expected to occur during the summer and fall of 2026.
Polly’s Park Restoration
Grant funding for tree removal and replacement in Polly’s Park has been reinstated. Restoration work is scheduled to begin during the winter of 2027.
Website Redesign
Estimated timeline: Summer 2026
The City of Birchwood Village is rebuilding its public-facing website with updated content, improved navigation, and a cleaner design. The new site features plain-language content, accessible layout, and consistent formatting across all pages.
