Birchwood Village Infrastructure Update and City Announcements

Dear Birchwood Residents,

Thank you to all who attended the infrastructure open house on April 7th. We learned a lot and appreciated your interest in discussing our capital improvements. Below, find the items we discussed and the information we are considering.

Water Mains and Their Replacement:
Our current water mains were installed between 1962 and 1964. Their age and wear have begun to impact water delivery reliability. By replacing these water mains, we aim to reduce leaks, enhance water pressure, and alleviate the costly burden of water main breaks in our community. This upgrade is essential in safeguarding public health and conserving our valuable resources.

Road Repair Plan:
Alongside the possible water infrastructure upgrades, we will be addressing road conditions within our community. If we—the residents—decide to begin the process of water main replacement, the roads affected will be replaced. The yearly pothole fill, seal, and crack repairs will continue throughout the city. If we choose not to address the water lines, the road plan that was passed by Council in 2024 will continue. These improvements will not only enhance daily commutes and reduce vehicle wear and tear but will also create a safer environment for pedestrians and drivers alike.

Grant Funding and Assessments Will Be Pursued:
To make this project financially viable and to lessen the burden on our residents, we will be searching for opportunities for grant funding from local, state, and federal sources. The goal will be to cover nearly all the costs of water main replacement.
Road repair, however, will most likely not be funded. And given the comprehensive scope of these improvements, additional assessments of affected residents may be necessary. Rest assured, any assessments will be presented to the public for feedback before being implemented.

Drainage and Storm Water Management:
We are exploring many options for storm water management. Curbs, storm sewers and ditches are all possibilities for controlling water run-off. We will select the most cost-effective option to be used and pursue grant options here as well.

Second Infrastructure Open House – April 28th at 6:30 PM
We understand that infrastructure projects may prompt questions or concerns. To ensure everyone is informed and has an opportunity to voice their opinions, we will be hosting a community town hall on April 28 at 6:30. Our City Engineer will be available to answer questions and to listen to your comments and concerns.

This project represents a shared vision of a safer, more robust, and economically sound community. By investing in these essential improvements, we are building a foundation for a future that benefits every resident today and for generations to come.
